You have to lvl him up i think.. if you are still lvl 0 he only gives you common(white) stuff.. lvl 1 uncommon (green) and so on for the other levels. Well thats my theory..

I wish that were true... I'm Cryptarch Lvl 3 and you are offered basic engrams.
