As far as I can tell you are just as unlikely to get one killing lots of enemies as you are doing strikes. The fastest I have found is to find a checkpoint before a lot of enemies and kill them then die and repeat the process. I get a decent number of engrams I use to upgrade the cryptarch and hope for legendaries from him.
