How about adding a kiosk in the Tower where you can purchase the hairstyles, tattoos, markings, accessories, and other character personalization stuff with glimmer and/or materials? Don't even bother creating a new kiosk. Eva Levante can take on this task flawlessly due to her being the one in charge of Guardian personalization. As for face, race, and gender... I think the ghost can handle that. After all, it can return people from the land of the dead.
