So here is the breakdown of my problem. My main account is EU (Germany) but I usually buy from my alt Account (Canada) because its cheaper. I never had a problem up until now with pre-order bonus items DLC or the like (UFC;Last of Us Remastered for example work fine). Destiny however seems to restrict the pre order content to the Account which purchased it. I can't download both addons again even if I am logged into my alt account and they don't show up at all on my main account.
I want a Bungie response on this because thats just plain -blam!-ed up. I paid the price for this edition and want to be able to use the stuff I paid for on my main account. I can sent evidence for the purchase if need be. I don't get why You would restrict content in the first place on the same damn console.
I hope there is a solution to this mess.

What I did was: Log into the account which purchased it - download all content available for destiny - Restore License (just in case) - start up (with the account which bought it). Quit once You reach character creation - log into Your main account - enjoy the stuff You paid for. Worked for me.

Several people said to restore the licenses in the PSN menu Try, and answer here if it worked
