The stats are determined by your focus. Essentially, a Titan somehow running Gunslinger and a Gunslinger Hunter would both have the same stats. Within this, you are able to upgrade through leveling in the focus

Thats generally how they divide the classes to allow them to play a "role". I got my beta Warlock to have higher toughness then the starter Titan, I just had to do it at a greater cost to Recovery and Speed then it would be for the titan to match my new ratings

Yep. Each one has a high, smallmedium, and small that changes depending on focus and upgrades
