Activision are the ones who went to Bungie, not the other way around. They signed the deal with Bungie because of the lawsuit with Jason West and Vincent Zampella and needed a new direction in major games development aside from COD in the wake of the majority of Infinity Ward's original staff leaving and filing that class action suit against them.
