You could do some basic communication with emotes, such as: tell someone to wait, tell someone you're ready to continue, ask someone to be in a fireteam with you. I developed an emote communication system for those basic messages. Everything else can be communicated if you choose to be in a fireteam with them.
The way I have it set up is
I'm ready: up, left (wave, point)
Wait a minute: up, down (wave, sit)
I'd like to play with you: up, right (wave, dance)
All three start with wave and are only 2 emotes long so it should be really simple to remember. They can allow you to communicate the simple messages until you are in a fireteam with them. It isn't proximity chat but it solves the most common problems. Give me a bump if you like the idea!

Not at all, from my experience with the beta this would have made things a lot better. Everyone wanted to communicate with each other but nobody really had an effective method of doing so. In your car, you have turn signals for lane changes. If there was an equivalent in Destiny (a good/well understood communication system between strangers), this would be very redundant. But since you brought up the car thing, imagine if turn signals didn't exist. How would you indicate to other drivers that you wanted to change lanes? I mean, I suppose you could drive without them. But it'd be a worse experience. If people could memorize the GTA San Andreas cheat codes, they shouldn't have a difficult time remembering these...unless they've since developed Alzheimer's. But I suppose they wouldn't even be able to play Destiny if they did have Alzheimer's.

All of them start with the same emote too, so you only have to remember which code goes with each 2nd emote.
