Arm Bands for Warlocks

I found that this class needed more upgrades for intellect which increases cool down of Nova bomb. Why not have arm bands that increase intellect. Despite playing over many hours I collected upgrades to strength and discipline, with no intellect upgrades. Why not have some bands linked to intellect?
