As you can see though the hat literally comes down to right above the eyes (and in some cases even covering them). Moving it higher up on the head turns it into a baseball cap instead of a commissars hat as those are supposed to sit that low upon ones cranium. I think I demonstrated that the hat is indeed a prop and not an extension of the ball itself with the picture provided.
