It's in Halo: First Strike, chapter 17.
Chief Mendez makes the Spartans [i]play[/i] with Tango Team for the seventh time. I believe they had to capture a flag. Anyway, after Red Team sneaks into their base and steals the flag, Tango Team opens fire. Kelly held up a brass 7.62mm round and remarked Tango Team used life rounds.
