Well, not really, when it is being implemented in areas with a governing law already, and being forced upon people who dont practice the religion. I would be violating it in several countries just by wearing a short sleeve shirt. Or how there are examples of muslim communities trying to enforce it within their area upon people who arent or dont agree with it.
