British people can make some pretty good scheming villains pulling the strings behind the scenes, but for a juggernaut of evil and unstoppable calamity I'd go with Russian.

British for small scale evil plans, Russian for large scale.

British for accent and Russian for EVIL COMMUNISTS. Ultimately though, it depends on the film. Though I favor the psycho German scientist.

I like seeing a British bad guy, but seeing them too often would make it get a bit stale. Russkies make the great all round bad guy, the sort of generic in a good way villain. It's nice to mix things up, especially when you have a Russian bad guy, then a British mastermind villain behind it all.
