Did the Forerunners ever leave The Milky Way? If the could travel across the galaxy itself, traveling to other galaxies is not far fetched.

The only group to achieve tier 0 were the precursors... The civilization before the forerunners... They could accelerate the development and evolution of life and even travel between galaxies... The forerunners liked their logistics so they most likely wouldn't have been able to, and even if they did they would have recorded it... The distance between 2 galaxies is much further than the distance across one galaxy... It is unlikely that the forerunners achieved a type 0 civilization, or even came close..
