For starters, in academia it's inherently competitive rather than inclusive/cooperative, since editors of journals can only select so many to be included in the next edition, which is rather difficult when authors want colleagues in the same field to evaluate their work.
This is also the problem I face later this year when I try to have my paper published in [url=http://ieeexplore.ieee.org/xpl/RecentIssue.jsp?punumber=4236]one of IEEE's journals[/url].
