Excluding MMOs and randomly generated worlds like Minecraft and Daggerfall, which game has the biggest sandbox to date?
A lot of people seem to think Just Cause 2 with it's amazing 400 square miles but I need the FACTS... and that's why I'm asking this of you, flood.

San Andreas was pretty small, but it was so jammed with content that it felt completely massive. Skyrim is in the same boat as San Andreas. Other than that, can't really think of too many open-world games I've played.
