Dead or Alive is not a game seeking practicality. Boobies bouncing everywhere isn't screwing with DoA's continuity (as much as I don't like how it's not doing much for society's ability to progress, but let's leave that behind) Mass Effect's tone is looking for something much more serious, where the characters within it are trying to actually survive in a quite serious plot.
Sacrificing continuity for boob armor in a universe that's trying to be taken seriously is not going to work in the long run. And, obviously, you haven't hung around a fandom long enough to see people debate about canon in quite the depth that I've seen.
