They are spawned at random and depending on the week or day their spawn location may be in a certain zone. Each zone has a specific location where the executioner can possibly be found. I'd suggest checking out a yt or reddit post pertaining to the exact locations and check em out. Edit: Not sure if it's a daily or weekly rotation just a fyi, I recall doing this during the witch queen launch a long time ago and was very troublesome.
