Name change tokens are not issued by Bungie on request. If you have none remaining then you will need to wait until they issue another one to people, if they do, at sometime in the future. Does the name change page specifically tell you that you have no remaining changes or is it saying something like 'you can only change your name one time', if its the latter then you have a token available.
