Why? My guess is it was the easist and cheapest thing to do. You don't have to create a loading screen to transition from one area to the next when you can fall back on the go to orbit routine. In game, it seems out of place as a destination located in the tower map. If Bungie is so focused on having people visit the Portal, they should have put it in the Portal.
