Just allow players to get overleveled
Pretty sure majority of complaints come from the fact it takes forever to get to a high enough level to do the content worth doing but players feel weak af when doing them
Un nerf alot of things ,still leave modifiers in but dont tie rewards to it just make it a choice for the 1% still playing since its obv by now majority of the playerbase want a fun power fantasy

There has never been a point in the franchise with more power fantasy.
