Caliban's Hand Dodge Melee refund
With 122 Melee stat and Caliban's Hand. My Dodge isn't refunding a full Melee charge. It's only giving a bit more than half of a charge. I thought around 100 would give a full charge even if enemies were not near. This is only in the crucible. When I tried in pve, it gave a full charge

That's all melee's not specific to your exotic. PVP: Requires 100 melee AND be within 15 meters of the enemy for a 100% refund (think pre EOF gamblers). In PVE: you only need 50 melee AND be within 15 meters, or 100 melee and you can dodge anywhere. 100 melee and near an enemy in PVE only will grant 2x charge, so if you're on stasis for example you can get both shurikens back.
