Vault, Armor and Weapons
To solve the Vault problem, why don't they use an Ada-1 to create blue prints of your existing armor? If you want to recreate that armor, you do it with it, the roll stats are random when you do the crafting and if you want higher statuses, it consumes one or more display materials like Master Rahool does. With Banshee-44, he becomes a weapons forger, replacing the Enclave.

So the collections tab, just remove the can't pull rng items, make ghost armor modes effect them.
