Tough to know what in the world you're talking about but I'm guessing this about being able to swap Queenbreaker scope mid combat. Bungie mentioned during a stream it'd get a 15% buff an ammo buff and the promise that they were looking into mid combat perk swapping with Queenbreaker being the focus of this due to it's perk relying on swapping.
