I wanted to get the achievement "Fashion Statement", so I worked to get all of the Throne World armor for my warlock and hunter since I already had everything for my titan. After I got every item I needed for the other two classes, the badge itself had a golden border, and it still showed "BADGES - 0/24". Just to mention it, about a week ago I unlocked the title gumshoe since I had already completed the badge for the titan class, and even then the badge counter still showed 0/24.
