Bungie will never remove an account for security reasons. If you can't log into it and the platform can't help you recover the account then you're stuck with it forever. It's up to you the account owner to make sure you can access your account(s) at all times. It is also up to you to make sure that when you delete an account you have removed it from any websites you have it attached to.
