I add my 2cents worth
I have had similar outcomes as the players here. I have been doing any activity that I thought would give a decoder but without success.
I just read another post where a moderator said Gambit ,enemy kills, Forges, and something else (forgot... sorry) do NOT give decoders... sooo, I guess only playlist Strikes are it... :(
