That's not true. Aside from Raids, you could solo everything. When Dark Below came out, people started to Solo Crota. That's actually how I got the Flawless Raider trophy. I did the entire raid without dying. And it's also how I got my Crux of Crota from hard mode. Then there was House of Wolves where you could solo Skolas on Solar Burn with Gjallarhorn. Both Iron Banner and SRL gave out endgame light level gear too. Vanilla Forsaken fixed the problems with Destiny 2, but the small remains of Bungie's team have a George Lucas complex and can't seem to leave a good system in place. Shadowkeep sucks ass for putting tier lists on powerful engrams instead of them just being better light leveled gear. Or how with every level up you got a free seasonal engram and you could do quests for bright dust and actually get things from eververse. Can't do that now.

People can solo raids and dungeons now. So your point is moot

Also, dungeons are made to be solo'd. That's why there are rewards for it.

I don't see people soloing GoS. So no, my argument is still standing. And if they could, a small hand full of streamers is a lot different from the casual amount of D1 players soloing Crota or Skolas. Also, raids weren't my only point because I brought up Forsaken letting players reach max light by completing quests. It's like you read half of my post and then tried to comment.
