a good loot system needs limitations and rng. although i dont agree with your opinion, i do see this system as a problem for those who want to farm raid 2.0 armor with the perfect stat. i like the idea of having to farm for both the perfect stat and element.
an mmo has 2 elements to it for gear to me. 1. the stats. 2. the visual look. i would rate these both equal in importance but obviously looks go off personal taste and at the end of the day stats will get you further in the game then looks (unless youre a sexy naked chick/queen of the awoken). so i can see raids and even short events like seasonal Iron banner being annoying since youre having to compete against time/weekly lookouts. but if you were chasing any other armor set (thats farmable in game) then the limitations of the elemental type isnt bad. since bungie is now calling the destiny 2 game a MMO RPG, the gearing and build system is quite customisable.
most MMOs these days have set builds and best gear for min/max for class/builds specs. doesnt matter what kind of armor or weapon you get, theres always a Best in slot for every class and spec in an mmo. Bungie however, has decided that hey they dont want to design set stats or builds that are best for class or spec. they want people to design how they want. and even with the armor not being perfect for your build, they've built the mods so you can turn bad armor pieces into useful pieces.
hey that chest piece doesnt have the intellect you want but you can mod it with +10 more intellect or you can use the mods for a specific weapon. that or you can use that armor piece to upgrade that piece that has the perfect stats until you get the right stats/element youre after.
a game needs rng to make the power grind worth it. diablo 3 has a system that has a chance for gear to roll as ancient pieces (which is just a stronger version of the legendary version), WoW has warforge/titanforge which is just the same gear being rolled at with stronger stats. the system needs to take effort to grind but also contain an rng system. however with both these systems youre limited. in diablo 3 youre chasing very specific gear, specific stats and looks. with wow, youre stuck with whatever the end game gear is, be it raids, arena or mythic dungeons. destiny 2 legit lets you do any of the content that is still in the game, and allows you to make that gear your end game gear. you can litterally farm content that takes no effort to get the stats you want, then infuse them and install the mods you want. i dont know any other mmos, besides maybe elderscrolls online, that has a similar customisation to end game and gear.
