Which is---ultimately----the end game of every loot-based game that has ever been made. Taste in games is personal...and if you don't like that kind of game play...there is nothnig wrong with that.
As long as you aren't playing a game that is designed around that kind of game play, and expecting it to be something else.
The end-game of The Division 2 is quite deep. Its just a depth that doesn't appeal to you (personally) as a gamer.

No game can vertically progress you forever. ...and if you find the sort of horizontal progression that we're talking about unappealing then THIS kind of game just isn't your cup of tea. Not every kind of game is for every gamer....nor should they be.
