Just ideas: but all weapon types would have exclusive double mods and can equip on only Exotic weapons of same type.
Exotic Armor Mods: Drop Source same as above
Chest Piece: Unflinching Hand Cannon w/ Ordnance Mod
Head Piece: Sniper Targeting w/ Super Mod
Boot Mod: Mobility Mod w/ Traction
With allowing a Mod to have a targeting perk, you could have a Foe Tracer that dropped with Pulse Rifle Targeting, equip the exotic Mod and like it should be, your exotic choice completes your build allowing two weapons to have targeting improvements or Boots with Traction and Weapon Dexterity or two types of flinch protection, depending on your build.
Remember these mods should be powerful, you can only equip one and they’re just ideas. Im sure Bungie can have better ones.

Masterwork Cores:
Drop source: Bounties, Xur 25000 Glimmer.

Eververse: Token Of Cores, Crucible, Gambit, Strikes. 1000 Bright Dust. All players rewarded with a Chance at a core, 250 Bright Dust or........blue shader =)
Gambit: Killing an Invader, most primeval damage, or Army of One
Gambit Prime, drops when you get a in match synth of any kind
Crucible: when you get a gold medal
Nightfalls: Every 100k
Raids: rewarded to each guardian who doesn’t wipe on a encounter
This will reward you for your skill or doing good for your team.

Exotic Catalyst Bounties •weapons and armor• bounties are lore based missions one per week for a whole season
Glass Needles: 10 enchantment cores
Max Glimmer Increase:
Raise max glimmer by 1000: cost 10 Enhancement Cores. Max 200k
Sparrow Mods:
All Sparrow Perks Available as mods.
Rotates every week
Skelton Loot:
Heroic Strikes and Nightfall:
Add 3 of each weapon and Skelton themed armor that can drop with Enhanced Perks
Chance for Skelton Key at end of every Strike.
And a few exclusive Skelton Exotic Armors
You can have the Skelton Perks based of off your team dying but making you stronger fitting the theme..

Gain a stack of Multi Kill Clip for each member of your Fire team who is Dead, max 3. Reviving a teammate or reloading ends stacks.
Bones Of The Afterlife: (Hunter Boots)
Standing in a downed teammates orb gives a stack of Rampage one stack every 3 seconds reviving teammate transfers rampage stacks to that player
Garb of the Flatliner: (Titan Chest)
Standing in downed Guardians Orb Provides an over-shield, and tracks anyone who damages you,
Killing a marked target provides super energy and super energy to the guardian you revive.
Exotic Armor Catalysts:
Drop Source: Crucible, Comp, Raids, Xur Bounties, Lost Sectors, Public Events, Strikes and Nightfalls and certain armors could have lore based missions unique to the armor missions sold by Xur.
Every Vendor Updated:
With new guns, and enhanced armor
Shax Sells Exclusive Comp and quick play Armor and unlocked from 0 to Legend that can drop with Enhanced perks and able to equip glow ornaments
D1 Style Factions:
with fully updated inventory.

The idea is to make EVERYTHING unique and have different reasons to play every activity. Right now, Lost Sector, Public Events, Patrols, Flash Points, vendors, are useless.
There needs to be more sources of armor with Enhanced Perks, and there needs to be hidden unique loot tucked and hidden in every corner.
