The only reason I can understand is that they are using cores as a game fillers because they have very little to offer in gear , rewards and the fact there's very little to do in game as it is .

That's the reason. The game can't produce enough loot to support an end-game loot chase. So we're being forced (by cores) into an perpetual MID-GAME item level (power level) grind. Which isn't fun....isn't rewarding...and why its getting such passionate pushback from the player base.
