There’s not much point; making cores widely available enough to fit the actual purpose of the infusion system would just lead to a totally trivialized masterwork economy.
It was inconceivably dumb from a basic design standpoint to double-use Masterwork Cores for two progression systems with vastly different usage rates and needs.
It would be much healthier, simpler, and cleaner on all levels to remove masterwork cores from infusion.
Attempted compromised and half-measures just aren’t ideal and don’t own up to the underlying realities of the design flaws in the economy.
And I think a lot of us have a hard time believing Bungie didn’t know all of this from before they announced the change, which we suspect is why they’ve been so quiet on the issue and so resistant to change. It’s not really in the game to make infusion more meaningful or rewarding; it’s just an ill-conceived bottleneck to player progression to try and keep players grinding, and they don’t know what to do without it, despite the community telling them it actively discourages play and makes people quit.
