Its not... Hard. I don't think you understand how game development works. They could quite easilly add more tabs. More vault space etc. The problem isn't the difficulty, it's everything else. Can the consoles handle the extra load time? How much more server space will this cost and can they afford it? Is this an important change worth taking priority over other things? Are players statistically running out of space in their vault or pursuits or whatever or is it only 2% of players? I think you underestimate the server and architectural downsides of continuously adding more space to a page like that. I'm sure pursuits would be 1000% easy and possible to do but is it worth doing is the question. They don't just see your post and go "oh player 1452398 wants 10 more spaces in pursuits let me just click my magic button and push the update in 1 hour! Good work guys coffee break time".
