Remove enhancement cores from infusion. Lower the availability of enhancement cores. Change the name back to masterwork cores. And only require masterwork cores for masterworking items. This would accomplish your goal of making “meaningful decisions” while upgrading your gear without pissing off a majority of your player base. Please and thank you.
