Every single mod in this game is assigned to specific items and knowing there isn't much to use them on? you can literally have 20 mods on a character and if none of them work on an item you want to use them on, they just instantly became totally useless. A game like this is not supposed to be designed to control how gamers play. It's supposed to be designed to allow gamers to have the freedom to play how they want to play and customize their characters how they want to.
