Yeah, I played the private beta, and it felt and played like a prettier and massive expansion to Division 1 (which is not a bad thing in my opinion). For those that don't like the core game play of the first game, it is unlikely they'll enjoy Division 2; though like you said they can play the open beta this weekend if they want to give it a shot.
Unlike Destiny 2 which took a dozen steps backwards upon release, everything I've played so far feels like it really is built from the final version of Division 1's foundation, and is moving forward, which is nice to see. Also as an added bonus, all three expansion DLCs that are planned and minor content updates for the first year of Division 2 are completely free to everyone that owns the base game.
