I don't think that is true. While Bungie does seem to be tone deaf, they are in a small way trying.
Just look at the fiasco that is Fallout 76 and Bethesda.
But they have screwed the pooch on Black Armory for sure.

Bethesda puts out patches quickly though. It takes Bungie MONTHS.
