Ha if that's the case then why is it always reported that those who are cheating by ddosing are still playing and not banned permentaly because that is actually game breaking.

There are those as well, and they also deserve a device ban. Account recoveries are the current trend, and there’s a monetary incentive. People using DoS attacks on their own account are more exposed to scrutiny. Even so, Bungie has done a pathetic job catching them.
