It is extremely easy to counter shotgun users and every user have access to other type of special weapons. On top of that Shotguns put you in heart of the battle where as you just camp with snipers. They are two different weapon arch types which both serve different purpose. Calling one is better then other is not the solution. All weapons are reliable atm , Users will good skills can use both snipers and shotgun effectively. Average users may get 1 kill with shotgun but then die. Simple as that.
