Umm.... No.
There are still plenty of people who dominate with snipers just fine, even with flinch as is.

Its too much all around. I think the flinch is too much but so is the aim assist and bullet magnetism. They need to reduce it all around not just buff it they need to buff and nerf it so a person who is good with a sniper and dominate over a person with a shotgun at longer ranges.
