Remember that when enemies scalated with your own light level people complained about light level not being relevant. Whats the point of becoming stronger when you actually dont? However i see your point. Id consider that bungie makes a a new level, lets say the old raids but with ligt level around 540. That could be it but also keeping old low level requirements for players who struggled with leviathan.
