They probably did it to get people to us pulse rifles and hand cannons more in pve.
They actually did nerf fushion rifles when they switch them from heavy to special weapons. They reduced the damage. Main ingredient used to do 48 a bolt now it does 41 a bolt. 😢
Fushion rifles are much harder to use now with shotgunners everywhere.

I don't like the load time of fusion rifles, so I never use them. I like linear fusion rifles, but they never -blam!-ing drop. Plus have to re-earn my Sleeper again.

If they wanted us to use pulse rifles more in pve they could make them hit harder than a gentle breeze...that would help.
