Even before the "nerf" I never felt scouts were really in a good spot besides a handful and that was only because of their rolls. The best example to look at is the high impact scouts. To me in D2 they never felt good to use. Slow rof and reload with mediocre damage output. High impact to me should be able to 1 shot t2 enemies reliably like acolytes and the like and maybe 2-shot t3 like knights.
I could be remembering wrong but they always felt like they didnt do the damage they needed to for being, at the time, the primary for long range engagements. As is, even with the damage falloff of handcannons and pulses, they're still a better option and kill quicker than scouts. Thats just how it feels to me anyways.
