Governor Rick Scott implemented an idea like this in Florida but it was struck down due to a conflict of interest (he had financial ties to a firm that benefited from the profits of charging the government for their services to drug test people). I've always preferred the idea of community service requirements for unemployment insurance. Nothing crazy, just like ten or fifteen hours a month.
