The shapeshifter dragon would then turn into a golden rat and try to crawl through the gap in the room.

Inside was a shaft, from the looks of it, an elevator shaft fitted with brass and steel with a old cage style elevator waiting on the other side of the wall. There was no reason why it shouldn't work. The only degradation noted were a few spots of green on where the brass had more copper than iron in it.

Akorzhan would turn into his Dragonborn form and get in the elevator. He would then pull out a phone from seemingly no where and play elevator music (all my characters are equipped with this in case of this situation.) then he would look for a way to operate the elevator. https://m.youtube.com/watch?v=VBlFHuCzPgY

It seemed there was no need to figure It out. It just started going on its own. Pressure sensitive perhaps. As it went, a speaker began to crack to life leaving a warm, and unervingly cheery voice bursting into the small room that was the elevator. "Hello new additions to Un-parliament! If you are on your way here I dread to know what has become of our joyful surface on our formerly lovely planet. Fear not citizens for Un-parliament is here to tend to your needs until the menaces from above are gone and over with. We know what your thinking, 'will we be safe from the monsters of the surface?' And we say indeed. Un-parliament is here to protect you from everything!" The recording ended. So this was preparation for a sort of monsters. It still made little sense and raised more questions than answers. Either way the elevator was slowing down. When it hit the bottom it was a strange sight. A town, underneath a replica of Parliment. https://i.imgur.com/1LVmR6Z.jpg

He will make his way to the biggest building hoping to find a person on the way. Also the dragon will take the form of a human from the 1940s wearing a black suit with a matching black fedora on, and a old revolver tucked away by his side.

From above it showed just how strange the place was. The further out one looked the more unusually everything was, almost like resources were becoming less and less avalible as the place continued to be built. Some walls looked as if they were substituted with copper pipe and others didn't even have doors. There seemed to be a few signs of movement out in the distance. It was hard to tell what from the vantage point but something. The search was distracted by the crack of a loud intercom on a wooden post. "You there!.... scoundrel! Un-parliament will not stand for such shenanigans! Get down now or the bobby will be on their way!" Perched on a roof nearby, what looked like a pigeon with a camera for a face was looking at him. It stared for a few seconds and flew off.
Bobby = British slang for cops.
