It was quoted by an interviewer who was interviewing a dev... wether that dev said it in those words exactly I'm not sure BUT he must ah e said something along those lines

It was based on his [u]opinion[/u] of what happened during development of D2. He does not attribute it to anyone at Bungie and he doesn’t even say it was an anonymous source. He says, “I think ...”. In fairness, Bungie never said this but it is widely being attributed to them as an example of how they dislike working on Destiny. It’s simply not what Bungie said.
