1. I do not own a copy of The Division and I never will.
2. 3rd person view is available in PvE when using relics and weapons like the Scorch Cannon, and when driving vehicles, so the game is not strictly 1st person.
3. A 3rd person view would in no way hurt the balance of the game if limited to PvE only.
