If bungie was a small indie studio with like 50 employees than yea. But they have over 800 employees and are backed by the biggest game publisher. They have more than enough assets to make a better game with more content better dlcs with raids.

Not to mention some game publisher tend to meddle in game developement and they tell them what they think and if the devs says "Thanks for the tips, but i think we got it" then game publisher start to mention vague about "starting to have a lack of interest" just cuz they didn't get to decide. such as EA and the good "ole" SOE. Although i still haven't forgiven Bungie for the first HALO game :( Everyone was so pumped for that game until out of the blue microsoft start to tell Bungie to make Halo game to bloody Xbox when Halo game was originally to PC. Kinda sad that game publisher has such power when they are suppose to focus on one thing.. publishing and PR, not meddle and change the game just cuz that would attract this and that for one reason alone. Money/Profit.

They could have 10 000 talented devs but if the publisher is in charge of the vision and direction of the game, it doesn't matter how many talented folks work there. Publisher's deadlines drive the game, nothing else.
