This is not demonstrably true unless there is some disclaimer on the forum that states 'we will discuss all topics once the forums are 100% clean'
What you're saying is true, however I'm pretty sure Bungie would rather talk to someone who isn't insulting them, instead of someone who is. I would, wouldn't you?
My counter to that is that this forum has moderators who get paid (or not) to keep things civil or at least point Bungie in the right direction.
All the Ninjas and Mentors are volunteers, and none of them get paid. I believe (I'm sorry, but I don't remember exactly where) this is stated in the CoC (Code of Conduct). I also remember seeing a Ninja say this himself a while back. They're job isn't to steer the forums into being constructive either, they are here to do things like move posts to the right sub-forum, delete comments or ban users that violate the CoC, etc. They don't communicate with Bungie either, that's what Cozmo does.
Okay people are going to leave shitty comments, let's skip those and respond to the ones with a lot of up-votes or responses even if the topic is taboo i.e., I am bored, I prefer D1. You think they're going to reply to that just because it is civil and constructive? No they're going to ignore it because it's damaging to their credibility.

I disagree with this. Look at their post history- They seem to reply to lighthearted threads or topics that won't escalate into a conversation where they want to avoid a sore spot.
Personally I think it's a bit of both. They will respond to posts that are constructive and/or not damaging to their credibility. However, that's not just Bungie who does this. I can't think of a single AAA company who constantly responds to hateful comments, all of them respond to only the lighthearted/constructive posts, if they respond to any at all.

  • Okay let's test this out like science. Can you give me just one example of a thread where something really controversial was discussed but in a constructive manner that Bungie replied to? Just one.

  • ''Bungie this game is boring here are some ideas" "Why are weapon rolls static and why are you not changing it" "D1 was better because xxx" > This gives them insight to figure out why D1 was better and implement here ''You had 3 years to learn from your mistakes, why is history repeating itself"

I probably wouldn't be able to find a post, because as you said it damages their reputation. Salt posts also trend way more then posts like that, so any posts Bungie responded to are buried. However, Cozmo is also on "temporary paternity leave" at the moment so it may be hard to find Bungie responding anyway.
