If you were a sniper in D1 I hope you would agree that snipers are garbage now. No one is going to use a gun that takes skill when you have shotguns, rocket launchers, and fusion rifles which get more kills with less effort. Part of what made D1 so fun was the sniping! In my honest opinion, as in bias as I can be, I believe snipers should be made an energy weapon. As far as ammo goes I propose on start of a game you are given 3 shots with any sniper. To acquire more ammo you must pick it up from killed enemies in crucible. Each kill grants you 1-2 bullets based on sniper damage (high impact only 1 more shot whereas low impact 2 shots). This would require a player to actually kill another guardian with his shots in order to continue using the sniper in a single life. In quick play this would be fine because it is more chaotic than most game modes and chances are you die more frequently than you are able to acquire ammo from kills but in more competitive modes where people really begin to complain about "overpowered guns" snipers would be kept in check because your deaths either leave you dead until being revived or are highly valued causing the player to want to use snipers only as a ranged weapon instead of just constantly trying to get kills no matter what.
For people who didn't read all of that I'll just summarize. The condition snipers are in now are terrible, they are the least used power weapon by far in PvE as well in PvP. I recommend making them energy weapons with a few tighter restrictions (as stated above).
